This bill adds a new provision to California's Vehicle Code that prohibits selling a Class 3 electric bicycle (a bicycle with a motor that provides pedal assistance up to 28 miles per hour and is equipped with a speedometer) to anyone under 16 years of age. Currently, existing law only restricts persons under 16 from operating Class 3 electric bicycles, but this bill extends the restriction to sales as well. If someone violates this prohibition by selling a Class 3 electric bicycle to a minor, they would be subject to an infraction with a fine not exceeding $250. The bill is designed to enhance safety for younger riders by preventing them from purchasing these higher-speed electric bicycles. The legislation also includes a standard provision stating that local agencies will not be reimbursed for the costs associated with implementing this new infraction, as it relates to creating a new type of legal violation.
