This bill establishes a Green Empowerment Zone for the Salton Sea and Southeastern Desert Valleys, covering specific areas in Imperial, Eastern Coachella, and Palo Verde Valleys, with the goal of supporting an equitable transition to a clean energy economy. The zone will be governed by a diverse 41-member board of directors representing local governments, tribes, businesses, labor, education, foundations, and community organizations, with the purpose of attracting public and private investments to a historically underserved region. The empowerment zone will have broad powers to identify economic development projects, prepare regional economic plans, partner with educational and research institutions, and work with state and federal officials to support the area's economic growth. Starting in January 2027, the board will be required to submit annual progress reports to the Legislature detailing metrics such as business assistance, job creation, workforce training, and grant acquisitions. The zone is specifically designed to support the development of the region's lithium extraction and processing capabilities, related manufacturing, and improve quality of life for local residents, with a special focus on communities that have historically been excluded from economic development benefits. The bill will remain in effect until January 1, 2035, and recognizes the unique economic and demographic characteristics of the southeastern desert valleys that set them apart from neighboring regions.
