This bill modifies existing regulations regarding gill net and trammel net fishing permits in California. Currently, commercial fishers can transfer their permits under certain conditions, including upon disability or death of the original permit holder. The bill eliminates the provisions allowing permit transfer in cases of disability or death and, starting January 1, 2027, will only allow one-time permit transfer to a family member for those who can prove they have commercially fished for at least 15 of the past 20 years. After this single family transfer, the permit becomes permanently non-transferable.
