This bill establishes the Blackout License Plate Program, which will allow California vehicle owners to obtain specialized license plates with a black background and white lettering. To launch the program, the Department of Motor Vehicles (DMV) must receive at least 7,500 paid applications by January 1, 2030. Applicants will need to pay additional fees for these specialized plates, including a $50 initial issuance fee, $40 for renewal, $15 for transfer to another vehicle, and $35 for replacement plates. The bill also creates provisions for 2028 Olympic commemorative license plates, which will be available until December 31, 2028, with revenues from these plates being deposited into a new Los Angeles Fire Relief Fund to support wildfire relief and recovery efforts. Additionally, the bill requires the DMV to provide biennial outreach to postsecondary educational institutions about collegiate license plate programs and mandates that standard license plates be updated to include a black plate with white lettering option. The revenue generated from the Blackout License Plates, after covering administrative costs, will be deposited into the California Environmental License Plate Fund for future appropriation by the Legislature.
