This bill requires the Secretary of the California Health and Human Services Agency (CalHHS) to establish a working group by July 1, 2026, to develop recommendations for evacuating and sheltering older adults and people with disabilities living in long-term care facilities during various types of emergencies and disasters. The working group must include representatives from multiple state departments such as the Department of Aging, Department of Rehabilitation, Emergency Medical Services Authority, Office of Emergency Services, and others, as well as stakeholders from long-term care facilities, local government, foundations, and academic researchers. By July 1, 2027, the Secretary must submit these recommendations to the Governor and legislative committees, which will include identifying necessary statutory and regulatory changes to improve evacuation and sheltering processes for vulnerable populations. The bill is part of the broader Mello-Granlund Older Californians Act and is designed to enhance emergency preparedness for older adults and people with disabilities in long-term care settings. The requirement for the working group and report will automatically expire on January 1, 2030.
