This bill establishes the California-Mexico Higher Education Development and Academic Exchange Program, which aims to foster educational collaboration between California and Mexico. The program will facilitate student exchanges, with up to 400 students from California public universities (including the University of California, California State University, and California Community Colleges) studying in Mexico, and up to 400 Mexican students studying in California each academic year. The bill requires the California State University to have exchange programs with at least 10 campuses by January 1, 2027, and all campuses by January 1, 2029, while community college districts must have at least one campus participating by 2029. Each participating student may receive up to $15,000 for travel and living expenses, and universities can enter into tuition reciprocity agreements. A new fund will be established in the State Treasury, with an intended total of $60 million ($40 million from California and $20 million from Mexico), and the program can also accept private contributions. The program is set to run until January 1, 2032, and will only become operational upon legislative appropriation of funds.
