If a contractor is found to have committed a willful violation of wage requirements, the renewable energy facility can still remain eligible for net energy metering services, provided that restitution is made to workers and all penalties and fines are paid. The bill provides exemptions for certain residential renewable energy facilities, such as those with generating capacities of 15 kilowatts or less, single-family home installations, and facilities serving modular homes or small multi-unit housing. The legislation aims to streamline regulations for renewable energy project construction while maintaining worker wage protections, and it does not require state reimbursement for implementation because it relates to creating or changing legal definitions and penalties.
