This bill expands the criteria for local educational agencies to request extensions on the requirement to transition to zero-emission schoolbuses. Currently, schools can request a one-time extension if zero-emission buses are not feasible due to terrain and route constraints. The bill adds two additional reasons an agency can claim infeasibility: insufficient infrastructure to support zero-emission buses and lack of adequate repair and maintenance capabilities. Starting January 1, 2040, small school districts will also be able to request annual extensions similar to those currently available to frontier educational agencies. Additionally, the bill modifies the existing scrapping requirements for replaced schoolbuses, allowing buses that are 25 years old or younger to be transferred to another local educational agency that qualifies for an extension, rather than being mandatory scrapped. This change provides more flexibility for school districts in managing their bus fleets while still encouraging the transition to zero-emission vehicles. The bill is part of California's broader effort to reduce emissions in pupil transportation and support the gradual adoption of environmentally friendly school transportation technologies.
