This bill amends California Vehicle Code Section 23301.5 to explicitly include ambulances among the types of emergency vehicles that are exempt from paying tolls or charges on vehicular crossings, toll highways, and high-occupancy toll (HOT) lanes. Currently, emergency vehicles like police and fire department vehicles can use these facilities without paying tolls when responding to or returning from urgent or emergency calls. The bill now clarifies that ambulances with exempt license plates and proper identification are also eligible for this toll exemption. To qualify for the exemption, the ambulance must be responding to or returning from an emergency call, and the driver must determine that using the toll facility will likely improve response and arrival times. The bill also maintains existing provisions that require emergency vehicle operators to provide documentation if requested by toll operators, and allows emergency service providers to negotiate agreements with toll facility owners about toll usage. This change ensures that ambulances, like other emergency vehicles, can quickly and freely use toll roads when providing critical medical services.
