This bill modifies the composition of the Commission on Teacher Credentialing, a state government body responsible for overseeing teacher certification and credentialing. Specifically, the bill allows the governor to appoint a teacher with a child development teacher permit who teaches in a state-funded preschool or prekindergarten program as one of the six practicing teachers on the commission. Additionally, starting January 1, 2026, when the first public representative position becomes vacant, the number of public representatives will be reduced from three to two, and the governor will instead appoint an early childhood faculty member representing higher education systems. This faculty member can come from either a California State University, University of California, or California Community College early childhood education or child development program. The change aims to broaden the commission's representation to include perspectives from early childhood education while slightly reducing public representation. The commission will continue to consist of 15 total voting members, including the Superintendent of Public Instruction, with members serving staggered terms and being appointed with Senate advice and consent.
