This bill requires the California Department of Transportation to conduct a comprehensive highway safety study focused on State Highway Route 74 by December 31, 2027. The study must collect detailed data over the past 10 years, including the number of accidents (both fatal and non-fatal), 911 calls related to road conditions like potholes, truck-related incidents, Vehicle Code citations, injuries and fatalities, and accidents caused by brake failure. Additionally, the study must specifically examine transportation corridors used to bypass enforcement facilities, identifying potential dangers, hazards, and road condition issues associated with these routes. The department will be required to develop recommendations for improving highway safety, which may include suggestions for increased law enforcement, road safety projects, and road maintenance. The department must submit its findings and recommendations to the Legislature by December 31, 2027, and the provisions of this bill will automatically be repealed on January 1, 2029, making it a time-limited study and reporting mandate specifically targeting safety concerns on State Highway Route 74.
