This bill requires electrical and gas corporations (utilities) to provide detailed financial and project reporting during their general rate cases to the California Public Utilities Commission (CPUC). Specifically, utilities must submit comprehensive information including authorized and actual spending amounts for work categories over the past 10 years, breaking down costs between labor/non-labor and capital/expenses; the number of units repaired or replaced; their authorized and actual rates of return and return on equity; and detailed information about distribution capacity projects. For distribution capacity projects, utilities must report which projects were originally forecast in the prior rate case, which were actually completed or planned, which are included in the current rate case, and which were canceled or delayed along with reasons for cancellation. Additionally, utilities must provide a breakdown of capital costs in the pending rate case that exceed previously authorized levels or have not been previously deemed reasonable. The bill does not require state reimbursement for implementing these new reporting requirements, as they are considered related to potential criminal infractions. The goal appears to be increasing transparency and accountability in utility rate-setting processes by requiring utilities to provide more comprehensive financial and project information to regulators.
