This bill aims to facilitate housing development on local educational agency (school district) properties by revising and extending existing laws. The bill allows school districts to develop housing projects with at least 10 units, requiring that a significant portion of the units be affordable to lower, moderate, and very low-income households. Specifically, the housing must be rented first to educational agency employees, then to other public employees, and finally to the general public. The bill increases allowable residential density and height limits for these projects, depending on the location's proximity to transit and surrounding zoning. The housing developments must meet objective local zoning and design standards, comply with infrastructure requirements, and maintain affordability restrictions for 55 years. The local educational agency must retain ownership of the property during this period. The bill extends these provisions until January 1, 2036, and exempts such housing projects from certain environmental review requirements under the California Environmental Quality Act (CEQA). Additionally, the bill allows school districts to bypass advisory committee requirements when selling, leasing, or renting excess property for employee housing. The legislation declares these housing provisions a matter of statewide concern, applying to all cities, including charter cities.
