This bill removes the authority for peace officers or public employees to remove or immobilize vehicles based on multiple unpaid parking or traffic violations. Specifically, the bill eliminates provisions that previously allowed law enforcement to impound a vehicle if it had received five or more parking violation notices to which the owner had not responded, or if the registered owner had five or more unresolved traffic violation notices. The bill also deletes provisions that permitted immobilizing vehicles with a device when similar violation conditions were met.
