This bill amends the New York State education law to allow certain foreign not-for-profit corporations engaged in specific conservation efforts to obtain a certificate of authority to do business in New York. Specifically, these not-for-profit corporations must be focused on conservation activities such as tidal wetland restoration, freshwater wetland restoration, habitat restoration, groundwater recharge, or natural infrastructure projects. The bill enables these organizations to provide professional engineering services, provided that their work is conducted by a licensed professional engineer and relates directly to the stated conservation efforts. The bill modifies existing regulations to explicitly include these foreign not-for-profit corporations among the entities that can obtain certificates of authorization to provide professional engineering, land surveying, or professional geology services. By doing so, the legislation removes potential legal barriers that might have previously prevented such conservation-focused organizations from operating in New York, thereby facilitating environmental restoration and conservation work in the state. The changes will take effect immediately upon enactment.
