This bill modifies West Virginia's motorcycle safety laws to explicitly allow operators to stand astride their motorcycle, motor-driven cycle, or moped while facing forward. The bill maintains existing safety requirements, such as mandating protective helmets that meet specific national standards, requiring shatter-resistant eye protection, and stipulating that handlebars cannot be more than 15 inches higher than the seat. The legislation clarifies passenger rules, specifying that riders must use designated seats with proper footrests, and cannot ride side-saddle. The bill continues to require motorcycles to have a rearview mirror adjusted to provide a clear view of traffic behind the vehicle for at least 200 feet. An exception is made for fully enclosed autocycles, which are exempt from these provisions if the operator has a valid driver's license. The changes aim to provide more flexibility for motorcycle operators while maintaining important safety standards. The bill will go into effect 90 days after its passage.
