This bill requires all Texas public school districts and open-enrollment charter schools to prominently display both the United States and Texas flags in every classroom where students recite the pledges of allegiance, and to also prominently display the full text of both pledge of allegiance texts. The bill specifies that schools are not required to use federal, state, or local funds to acquire these flags or displays, but they may raise money or accept donations to do so. Schools must implement these requirements beginning with the 2025-2026 school year. The flags must be displayed in accordance with existing federal and state guidelines (specifically 4 U.S.C. Sections 5-10 and Chapter 3100 of the Texas Government Code). The bill will take effect immediately if it receives a two-thirds vote in both legislative chambers; otherwise, it will take effect on September 1, 2025.
