This bill requires the Delaware Division of the Public Advocate and Delaware Power & Light (DP&L) to submit an annual report documenting their votes at meetings of the PJM Interconnection Regional Transmission Organization (PJM), which is a regional electricity transmission organization that coordinates the movement of wholesale electricity in multiple states. The bill defines a "meeting" as any committee, user group, task force, or other part of the organization where votes are taken, and a "recorded vote" as any vote that is tabulated, either individually or by sector, regardless of whether it represents a final position or decision-making authority. The annual report must be submitted to the Public Service Commission, the Governor, the General Assembly, and the Division of Legislative Services, and must include all votes cast during the previous calendar year. Utilities may choose to include this report with their annual report on renewable energy portfolio standards compliance. The purpose of this bill appears to be increasing transparency about voting and decision-making within the regional electricity transmission organization.
