This bill amends the New York civil service law to significantly increase the number of state positions available for persons with disabilities and disabled veterans. Specifically, the bill raises the maximum number of positions for persons with physical or mental disabilities from 1,700 to 5,000, and increases the number of positions for disabled veterans and veterans with disabilities from 500 to 2,000. These positions will be classified in the noncompetitive class and can be filled on a full-time or part-time basis. For individuals with disabilities, they must be certified by the employee health service as capable of performing the job duties. For veterans, priority will be given to those who received a Purple Heart and whose wound is the cause or a substantial contributing factor to their disability. The bill aims to provide more employment opportunities for these populations by expanding the number of positions they can potentially fill in state government.
