This bill requires members of legislative committees dealing with kindergarten through 12th grade education policy and finance to spend at least 12 hours over a two-year period (biennium) observing teachers or administrators in elementary, middle, or secondary schools. After each observation, legislators must submit a detailed report to their respective leadership (the Speaker of the House or Senate Majority Leader) that includes the date and duration of the observation, the name of the teacher or administrator observed, the school site, and the grade levels observed. These reports must be electronically submitted to the Legislative Reference Library, which will then publish them on its website. Additionally, both the House of Representatives and the Senate are mandated to develop rules to implement this requirement. The bill is set to take effect on July 1, 2025, and aims to provide legislators with direct, firsthand experience of educational settings to potentially inform their policy-making decisions related to education.
