This bill establishes the Health Engagement Hub Demonstration Program to increase access to treatment for individuals with opioid and other substance use disorders. The program will create specialized centers in up to 10 states that provide comprehensive, low-barrier services to individuals with substance use disorders, including those who are insured through Medicaid, uninsured, or from underserved communities. These Health Engagement Hubs will offer a wide range of services such as harm reduction supplies, walk-in healthcare, overdose education, medication management, peer support, wound care, infectious disease screening, and assistance with social needs like identification services and employment counseling. The hubs must prioritize locations in communities heavily impacted by overdoses and employ staff with lived experience in substance use, including peer support specialists. The program will run for 5 years, with participating states required to report annually on the hubs' effectiveness in reducing overdose rates, improving treatment access, and supporting patient outcomes. The federal government will provide 90% funding for these hubs and conduct a national evaluation to assess the program's overall impact. Additionally, the Government Accountability Office will review the program's results and provide a report to congressional committees.
