This bill appropriates $25,737,000 from state bond proceeds to Clay County specifically for the purpose of designing, constructing, furnishing, and equipping a new nonsecure juvenile detention facility located in the city of Moorhead. The bill authorizes the commissioner of management and budget to sell and issue state bonds up to the appropriated amount, following the procedures outlined in Minnesota Statutes sections 16A.631 to 16A.675 and in accordance with the Minnesota Constitution. A nonsecure juvenile detention facility is typically a less restrictive residential facility for youth who are awaiting court proceedings or have been sentenced, but do not require the high-security environment of a traditional juvenile detention center.
