This bill clarifies and expands the allowed uses of student support personnel aid for Minnesota school districts, charter schools, and cooperative units. Currently, the aid can be used to hire new student support services personnel, increase existing part-time positions, or make temporary positions permanent. The bill adds a new provision that allows districts to use the aid to maintain existing student support services personnel positions, even those established before the 2023-2024 school year or initially funded through local, state, or federal resources. If a district cannot hire a full-time equivalent position, they may use the aid for contracted services from licensed professionals like school counselors, psychologists, social workers, nurses, or chemical dependency counselors. To use the aid for maintaining existing positions, the superintendent or charter school director must provide the commissioner of education with a statement assuring that these positions would be eliminated without this flexibility. The bill becomes effective for revenue in fiscal year 2025 and subsequent years, providing schools with more options for maintaining critical student support services.
