This concurrent resolution establishes the Kentucky Restoration of Voting Rights Task Force to comprehensively review and potentially reform the state's voting rights policies for individuals with felony convictions. The task force will be composed of 8 members, including two representatives from the House, two from the Senate, the Secretary of State, Attorney General, representatives from the Department of Corrections and State Board of Elections, an advocate for recently released citizens, and a victims' rights representative. The group will meet at least monthly during the 2025 Interim, staffed by the Legislative Research Commission, and is charged with studying the current constitutional language related to voting rights, seeking input from experts and impacted individuals, and developing recommendations for potential legislative or constitutional amendments. By December 1, 2025, the task force must submit a report of its findings to the Legislative Research Commission for consideration during the 2026 Regular Session, with the underlying goal of creating a more efficient and fair process for restoring voting rights to individuals who have completed their sentences while maintaining election integrity.
