This bill amends the New York agriculture and markets law to allow certain animal welfare organizations to microchip dogs and cats in their possession. Specifically, the bill permits duly incorporated animal protection societies, humane societies, animal protective associations, animal adoption or rescue organizations, and municipal shelters that are tax-exempt under section 501(c)(3) of the federal Internal Revenue Code to implant microchips in animals they are preparing for adoption, but only if the animal does not already have an existing microchip. These organizations are required to make best efforts to update the microchip contact information, which includes identifying the organization that last possessed the animal, documenting the adopting person, and for lost and found animals, ensuring the most current owner information is recorded. The bill aims to improve animal tracking and facilitate reunification of lost pets with their owners by enabling more comprehensive microchipping practices among animal welfare organizations. The law would take effect immediately upon passage.
