This bill establishes the Asset and Investment Review Task Force (AIRTF), a multi-stakeholder group composed of legislative and state officials, including one senator, one representative, the state auditor, state treasurer, and commissioner of Financial Institutions, along with appointed representatives from banking, credit unions, nonprofit tax policy organizations, municipalities, counties, and special districts. The task force, chaired by the state treasurer, is charged with conducting a comprehensive study of public funds held by government entities, identifying cash, cash equivalents, and investments subject to the State Money Management Act. The study will examine investment strategies, analyze their economic impacts, and develop recommendations for managing these funds. Task force members who are legislators will receive standard compensation, while non-legislative members may receive per diem and travel expense reimbursement. The state treasurer's office will provide staff support, and the task force may contract with qualified external experts to assist with the study. By November 30, 2025, the task force must submit its findings and legislative recommendations to the Executive Appropriations Committee. The bill specifies that the task force will be repealed on January 1, 2026, and takes effect on May 7, 2025.
