This bill prohibits health care providers from discriminating against individuals when providing health care services based on a wide range of personal characteristics, including race, color, religion, sex, gender identity, sexual orientation, marital status, age, national origin, ancestry, disability status, veteran status, and domestic violence victim status. The bill defines a "health care provider" broadly as any person, corporation, facility, or institution licensed to provide health care services, including their officers, employees, and agents. However, the bill includes important limitations: it does not require health care providers to deliver futile care that conflicts with their professional judgment or ethical considerations, does not alter professional standards of care, and does not interfere with public health planning. The bill would take effect on October 1, 2025, and also updates existing state statutes by adding this new anti-discrimination provision to the list of discriminatory practices.
