AI Summary

This bill introduces several amendments to Georgia's transportation laws, focusing on improving the Department of Transportation's (DOT) processes and authorities. The bill allows the DOT to publish public hearing notices electronically and on its website, providing more flexible and accessible methods of notification. It also grants the department new powers to negotiate and acquire common property from condominium and property owners' associations, enabling the department to streamline property acquisition for transportation projects by working directly with authorized boards representing property owners. Additionally, the bill authorizes the DOT to establish a towing and recovery program specifically for removing large disabled or abandoned vehicles (over 16,000 pounds) from interstate and limited access highways, including any associated cargo cleanup. The bill further expands the department's ability to pay for or participate in the removal and relocation of utility facilities when such actions are necessary for road construction or maintenance, including a provision for written agreements with utility providers. These changes aim to improve transportation infrastructure planning, property acquisition, highway maintenance, and utility coordination by providing the DOT with more flexible and comprehensive operational capabilities.
