This bill allows insurance companies to exclude specific individuals, known as "excluded drivers," from coverage under a motor vehicle insurance policy, which is a policy that provides at least the minimum required coverage for a vehicle. If an insurer excludes a driver, they must notify the Department of Revenue, providing limited information about the policy and the excluded driver. If a law enforcement officer finds an excluded driver operating a vehicle without other valid insurance, they will be issued a citation for driving without proof of insurance. Furthermore, an owner who knowingly allows an excluded driver to operate their vehicle without other insurance will be guilty of a misdemeanor, facing fines or jail time. This provision aims to address situations where certain drivers may be deemed too high a risk for standard insurance coverage.
