AI Summary

This bill provides a new charter for the City of Cleveland, Georgia, establishing a comprehensive framework for city governance, administration, and municipal operations. The charter reincorporates the City of Cleveland as a municipal body and defines its corporate boundaries, governmental structure, and powers. It establishes a mayor-council form of government with a four-member city council and a mayor, elected to four-year terms from specific districts and the city at large, respectively. The charter provides for a city manager to serve as the chief administrative officer, appointed by the city council, and outlines detailed provisions for municipal elections, court system, financial management, taxation, budgeting, and city services. Key provisions include nonpartisan elections, specific powers for municipal governance such as property management and service provision, financial regulations including tax collection and bonding authority, and comprehensive administrative procedures. The bill also includes provisions for personnel administration, municipal court operations, and establishes guidelines for ordinance creation, city property management, and inter-governmental operations. The charter repeals the previous city charter from 2013 and provides a transition mechanism for existing personnel and ongoing city matters, ensuring continuity of municipal governance while updating and modernizing the city's organizational structure.
