This bill restructures and expands the Sacramento Housing and Redevelopment Agency into the Sacramento Area Housing and Homelessness Agency (SAHHA), a regional authority that will include the County of Sacramento and qualified local cities to address affordable housing development and homelessness prevention and response services. SAHHA will be governed by a board composed of elected officials from participating jurisdictions and will be responsible for developing a comprehensive strategic plan to combat homelessness within three years of its establishment. The bill also consolidates regional housing needs allocations into a single goal for SAHHA and requires that housing tax increment revenues from former redevelopment areas be transferred to SAHHA for affordable housing projects. Additionally, the bill mandates that when state funds are appropriated for the Homeless Housing, Assistance, and Prevention program (HHAP) and the Multifamily Housing Program, including the Homekey initiative (which provides housing for those impacted by COVID-19 or other communicable diseases), former foster youth and extremely low, very low, and lower-income households experiencing trauma or at increased risk due to violence or abuse must be given consideration. SAHHA will also assume the role of successor employer to the Sacramento Housing and Redevelopment Agency, ensuring continuity in labor relations and collective bargaining agreements.
