This bill expands disaster and emergency preparedness efforts by requiring Aging and Disability Resource Connection (ADRC) programs, which help older adults and people with disabilities access services, to provide specific training on preparing for emergencies and ensuring safety before, during, and after disasters. Additionally, the bill mandates that by July 1, 2027, the Student Aid Commission will develop guidance for school districts, county offices of education, charter schools, and public libraries on using online technology platforms to help low-income students, foster youth, and undocumented families access financial aid, including tailored information on college costs and aid, and will also offer training on this guidance and launch a multilingual media campaign to raise awareness.
