This bill modifies the California smog check requirements for collector and older vehicles, specifically creating a gradual expansion of smog check exemptions for historic vehicles. Starting January 1, 2027, the bill will fully exempt motor vehicles that are at least 35 model years old, were manufactured prior to the 1981 model year, have been assigned a special historical vehicle identification plate, and are insured as collector vehicles from biennial smog checks and smog checks during vehicle transfers. Beginning January 1, 2028, the bill will expand this exemption by one model year annually for five consecutive years, which means each subsequent year the exemption will apply to vehicles manufactured one year later (for example, in 2028 it would apply to vehicles manufactured before 1982, in 2029 to vehicles manufactured before 1983, and so on through 2032). The bill is named "Leno's Law" and aims to provide more flexibility for owners of classic, well-maintained historic vehicles while still maintaining emissions standards.
