This bill expresses the California Legislature's intent to develop future legislation establishing two key workforce development initiatives. First, the bill aims to create a pilot project at one or two community colleges focused on developing a model curriculum specifically for training technicians in zero-emission vehicle (ZEV) technologies. Zero-emission vehicles are those that produce no tailpipe pollutants, such as electric or hydrogen fuel cell vehicles. Second, the bill proposes establishing a Clean Energy Workforce Training Council that would conduct a comprehensive economic analysis examining workforce development needs, infrastructure requirements, and other critical considerations related to hydrogen and other clean energy technologies. This proposal builds upon existing efforts by the state, including the current position of Deputy Secretary for Climate within the Labor and Workforce Development Agency, which is already tasked with helping California transition to a carbon-neutral economy by creating and coordinating workforce retraining and upskilling programs for clean energy jobs.
