This bill requires electrical corporations to remove permanently abandoned transmission facilities by January 1, 2028, and to include a plan for their removal and wildfire mitigation measures in their wildfire mitigation plans, which are submitted to the Office of Energy Infrastructure Safety for review. A "permanently abandoned transmission facility" is defined as a transmission facility that is out of service and for which the owner cannot demonstrate an intent to return it to service within a commission-determined timeframe. Additionally, electrical corporations and local publicly owned electric utilities must establish procedures for coordinating with emergency response agencies and assign liaison representatives to local emergency operations centers to improve emergency response efforts. The bill also clarifies that these requirements do not affect an electrical corporation's right to an easement.
