This bill establishes a Baccalaureate Degree in Nursing Pilot Program that allows up to 10 community college districts in California to offer a Bachelor of Science in Nursing (BSN) degree. The program aims to expand nursing education opportunities, with priority given to districts in underserved nursing areas and communities with persistent poverty. Participating districts must have a nationally accredited nursing program and continue to offer an associate degree in nursing. The total number of students in the BSN program will be limited to 25% of the district's approved associate degree nursing class size or 35 students, whichever is greater. Community colleges without full accreditation may be provisionally selected if they are working towards national accreditation. Each participating district must prioritize enrollment for students who already hold an associate degree in nursing from that district. The Legislative Analyst's Office will conduct a comprehensive evaluation of the pilot program by July 1, 2033, examining aspects such as program implementation, enrollment, costs, completion rates, and potential expansion. The pilot program will be in effect until January 1, 2035, after which it will be repealed unless further action is taken.
