This bill modifies the rules for automatic health care coverage enrollment through Covered California (the California Health Benefit Exchange) starting July 1, 2026. Currently, the Exchange automatically enrolls individuals in the lowest-cost silver plan when their insurance affordability program coverage is ending. The bill expands this process by allowing the Exchange to automatically enroll individuals in additional scenarios, such as the health plan that other household members are enrolled in, or the lowest-cost plan available to Native American individuals with reduced cost-sharing. The bill also changes the enrollment process to include applications submitted through the Statewide Automated Welfare System. Additionally, the Exchange must now provide enrollment notices to individuals before their coverage start date, including information about the selected plan, their right to choose a different plan, and instructions on how to activate or opt into the coverage. The notice must now provide clear guidance on how to finalize coverage, such as paying premiums or opting into the plan, replacing the previous requirement that simply stated services would only be covered if premiums were paid by the due date. These changes aim to streamline health insurance enrollment and provide more comprehensive information to individuals transitioning between insurance coverage.
