This bill would require the Board of Governors of the California Community Colleges to allocate base funding for specific categorical programs to noncredit colleges and noncredit centers that meet certain conditions. A "noncredit college" is defined as an independently accredited institution that only provides noncredit instruction, while a "noncredit center" is an educational center established by a community college district specifically for noncredit programs. To qualify for funding, noncredit colleges must have a president with independent responsibility for noncredit programs and provide basic needs, disabled student, or mental health programs with dedicated coordinators. Noncredit centers must meet similar requirements, plus have a commitment from their district to operate the center for at least 10 years and receive Board of Governors' approval. The categorical programs eligible for base funding include, but are not limited to, basic needs, disabled student services, mental health services, student equity and achievement programs, and veteran resource centers. The Board of Governors, in consultation with the Chancellor's office, will determine the specific methodology for allocating these base funds, which aims to provide more stable financial support for specialized noncredit educational programs.
