This bill amends Section 502 of the Business and Professions Code to modify workforce data collection requirements for various health care licensing boards. Specifically, the bill requires certain boards, including the Board of Registered Nursing and the Respiratory Care Board of California, to collect detailed workforce data from their licensees and registrants at least every two years during electronic license renewal. The data collection includes comprehensive information such as anticipated retirement year, practice area, location of practice, demographic details (including date of birth, gender, race/ethnicity, sexual orientation), educational background, work hours, languages spoken, employer type, and patient care hours. While providing this information is optional and will not impact license renewal or subject professionals to disciplinary action, boards are required to maintain the confidentiality of individual data and only release aggregated, non-identifiable information. The Department of Consumer Affairs, in consultation with the Department of Health Care Access and Information, will specify the exact data collection parameters, and beginning July 1, 2022, boards must quarterly provide individual licensee data to the Department of Health Care Access and Information for workforce planning purposes.
