This bill requires the California State Board of Education to develop and adopt academically rigorous content standards for ethnic studies instruction in high school by January 1, 2028. The bill mandates that the Instructional Quality Commission review and recommend curriculum frameworks and instructional materials for high school ethnic studies courses during the same timeframe. The proposed ethnic studies courses must meet specific requirements, including fostering multicultural respect, focusing on the domestic experiences of historically marginalized peoples, and avoiding bias or discrimination. Local educational agencies (school districts, county offices of education, and charter schools) must submit their ethnic studies curricula and instructional materials to the State Department of Education by June 30, 2026, and the department will be responsible for monitoring compliance and providing a report to the Legislature. The bill also indicates legislative intent to create an advisory committee composed of experts in various ethnic studies disciplines to provide input on content standards, curriculum frameworks, and instructional materials. Additionally, starting with the 2029-30 school year, students will be required to complete a one-semester ethnic studies course to graduate high school. The bill includes provisions to ensure that if the Commission on State Mandates determines the act imposes state-mandated costs, local agencies and school districts will be reimbursed accordingly.
