This bill requires local educational agencies (school districts, county offices of education, and charter schools) serving students in grades 5-12 to administer the California Healthy Kids Survey (CHKS) at least once every two years, starting in the 2026-27 school year. If the survey results show consistently low scores in areas of school connectedness, academic motivation, or high percentages in negative categories like bullying, truancy, or substance use, the agency must develop a School Climate Improvement Report (SCIR). This report must outline key areas of concern, existing strategies, and specific additional measures to address those concerns. The local educational agency must present this report at a public meeting and make it accessible on their website within 30 days. The bill adds the CHKS results as a measurement for school climate in the state's accountability system and requires agencies to compile an annual school climate report detailing pupil engagement and school climate data. If any deficiencies are identified, the report must include a plan to improve school climate. The bill recognizes that implementing these requirements may create additional costs for local agencies and provides for potential state reimbursement if the Commission on State Mandates determines such costs are mandated.
