This bill provides a specific mechanism for local agencies in Yuba City, Sutter County, and Yuba County to address transportation needs after planned state transportation facilities over the Feather River were canceled. The bill allows these local agencies, working together with the regional transportation planning agency, to develop and submit a local alternative transportation improvement program to the California Transportation Commission (CTC). The CTC will have final authority to approve this program, but cannot approve any submissions after July 1, 2030. The bill also stipulates that proceeds from selling excess properties originally acquired for the canceled state transportation facilities—after deducting federal reimbursements and sale costs—will be allocated by the CTC to fund regional transportation priorities. This approach provides flexibility for local agencies to address transportation challenges in an area where a previously planned state infrastructure project will not be completed, enabling them to redirect resources to more immediate local transportation needs.
