This bill makes two primary changes: first, it allows individuals aged 80 or older to be permanently excused from jury service without needing a doctor's note, with courts required to grant these requests; and second, it permits "housing-forward jurisdictions" – cities or counties that have met their housing goals and are designated as "prohousing" by the state – to impose certain conditions on development projects, such as preventing developers from using density bonus benefits (incentives for building affordable housing) to reduce required bicycle parking or storage, and allowing impact fees for accessory dwelling units (ADUs), which are secondary housing units on a property.
