This bill amends existing California education law to modify the process for reclassifying English learners as English proficient, specifically focusing on the English Language Proficiency Assessments for California (ELPAC). Starting July 1, 2026, the bill will allow English learners to be reclassified if they achieve an English Learner Progress Indicator score of 3H or higher on the ELPAC and also meet other multiple criteria developed by the state education department. These additional criteria include teacher evaluation of the student's curriculum mastery, parental opinion and consultation, and a comparison of the student's basic skills performance against English-proficient peers. The bill continues the existing requirement for school districts to assess English language development annually and uses the term "use" instead of "utilize" in several sections. If the Commission on State Mandates determines that implementing these changes creates additional costs for local educational agencies, the state will be required to reimburse those agencies according to existing statutory procedures. The bill aims to provide a more comprehensive and standardized approach to determining when English learners are sufficiently proficient in English to be reclassified.
