This bill amends California's existing Child Abuse and Neglect Reporting Act to expand reporting requirements for agencies investigating child abuse or neglect cases. Currently, when an agency receives a report of child abuse, an employee must send a copy of the report to the child's attorney within 36 hours. The bill now requires that the employee also send a copy of the report to the attorney representing the child's parent or legal guardian, with some exceptions for parents whose rights have been terminated or who are not eligible for reunification services. Additionally, the bill mandates that agencies redact personal identifying information about all individuals in the report, except for the child. If the suspected abuse occurred in a specific placement (such as foster care, congregate care, or a relative placement), the agency must send the report to all attorneys representing children with open dependency cases in that placement, again with personal identifying information redacted. These changes are intended to improve transparency and information sharing in child protective services while protecting the privacy of individuals involved in the case. The bill acknowledges that these expanded duties constitute a state-mandated local program but specifies that no reimbursement is required under certain circumstances.
