This bill requires the California Office of Emergency Services (OES) to conduct biennial tabletop exercises that simulate catastrophic disaster scenarios and involve key personnel from various sectors including law enforcement, medical services, utilities, transportation, and other critical infrastructure. These exercises will be designed to enhance participants' capabilities in areas such as community engagement, information sharing, supply chain management, public safety, and infrastructure restoration. The bill mandates that OES invite governmental agencies, educational entities, businesses, and nonprofits to participate in these simulations, which will be based on existing disaster response plans for scenarios like earthquakes, floods, and tsunamis. Additionally, the bill requires OES to report on these exercises to legislative committees by February 1, 2028, and every two years thereafter, and to use federal preparedness grant funding to offset participation costs. The bill also requires OES, in cooperation with California Volunteers, to conduct annual community disaster preparedness training in vulnerable regions, focusing on increasing community resilience, testing emergency notification systems, and ensuring inclusive engagement of community members, with particular attention to communities that have experienced challenges with emergency alerts in the past.
