This bill amends existing law regarding postrelease community supervision (PRCS), a program that allows certain individuals released from prison to be supervised by county probation departments for up to three years. The bill requires the Department of Corrections and Rehabilitation to provide more comprehensive and timely notifications to county probation departments about individuals being released. Specifically, the department must now provide written and verbal notification at least 90 days before a person's release, or within 5 business days if the discharge date is set with less than 90 days' notice. The bill also mandates that the department share the contact information for prerelease, postrelease, and enhanced care managers to help integrate California Advancing and Innovating Medi-Cal (CalAIM) processes with local reentry services. Additionally, if a county probation department identifies that an individual's current residence might differ from their last legal residence, the department must coordinate with the probation department to determine the correct county of residence and develop a coordinated release and transport plan. Because the bill increases responsibilities for county probation departments, it is considered a state-mandated local program, which means the state would be required to reimburse local agencies for any additional costs incurred in implementing these new requirements.
