This bill requires contractors bidding on or awarded certain design-build projects with the California State University (CSU) Trustees to commit to using a skilled and trained workforce for all work in apprenticeable occupations within the building and construction trades. A "skilled and trained workforce" means that workers are either journey-level workers or apprentices actively participating in a registered apprenticeship program. This requirement aims to ensure that construction projects are completed by qualified individuals. The bill also includes exceptions, such as when a project labor agreement is in place, or if the project is for housing development, including dormitories. The deadline for renewing existing project labor agreements to maintain an exemption has been extended from January 1, 2026, to January 1, 2027.
