This bill introduces a new process for consolidated licensing and certification for substance use disorder treatment facilities, effective January 1, 2027. It allows operators to obtain a single license and certification for multiple facilities located within the same geographic area (defined as facilities within 1,000 feet of each other and where clients can intermingle or receive services). The consolidated license will require the same minimum standards as individual licenses, and will include a unified application process, streamlined review, and unified inspection and oversight. The State Department of Health Care Services will be responsible for implementing this program, with the ability to develop regulations and impose a charge equivalent to what would be paid for separate individual licenses. The bill specifically excludes facilities in exclusively residential zones from this consolidated licensing option. The department will have flexibility in implementing the new process, including the ability to use provider bulletins and guidelines during the initial implementation. Importantly, the bill does not mandate that operators must seek a consolidated license, making it an optional process for treatment facilities to potentially reduce administrative burden and complexity.
