This bill requires the Office of Emergency Services (OES) to establish the Firefighting Mutual Aid and Prepositioning Program with four key objectives. First, the program will support the implementation of the state's fire service and rescue emergency mutual aid program. Second, it will support the Mutual Aid Fire Engine Program, which allows fire engines to be used for mutual aid responses, local multiple alarm fires, and other local needs. Third, the program will augment the Mutual Aid Fire Engine Program by reimbursing costs for local agencies and CAL-FIRE to staff, train, and acquire additional fire suppression resources like super hose tenders, deployable water suppression systems, and mobile hydrants. Finally, the bill creates a reimbursement program that allows firefighting agencies deployed under the state's Master Mutual Aid Agreement to be paid back for deployment costs such as salaries, overtime, backfill, lodging, food, fuel, personal protective equipment, and specialty response equipment. This legislation builds upon existing emergency services laws and aims to improve California's ability to respond to and manage firefighting and emergency situations more effectively by providing financial support and resources to local firefighting agencies.
